als entsandte/r Langzeitexperte/in (m/w/d)
im Rahmen einer Kammer- und Verbandspartnerschaft in Sri Lanka (Projekt befristet bis 31.10.2023)

Der OAV – German Asia-Pacific Business Association ist deutscher Projektträger im Rahmen der Kammer- und Verbandspartnerschaft (KVP) mit dem ausländischen Projektpartner, der Chamber of Commerce and Industries of Yarlpanam (CCIY) in Jaffna, Sri Lanka. Das KVP-Programm wird durch das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) gefördert und über die sequa gGmbH koordiniert. Es verfolgt das Ziel die wirtschaftlichen Rahmenbedingungen für klein- und mittelständische Unternehmen (KMU) im Norden Sri Lankas zu verbessern. Hierfür wird angestrebt die Bedürfnisse der Mitglieder der CCIY nachhaltig und kompetent zu bedienen und deren Geschäftsinteressen zu vertreten.

Zur Unterstützung der Projektdurchführung agieren Sie vor Ort als Schnittstelle zwischen dem Know-How des deutschen Projektträgers (OAV) und dem Entwicklungsbedarf der ausländischen lokalen Kammer (CCIY).

Ihre Aufgaben:

• Aufbau der notwendigen Projektinfrastruktur (Projektbüro, lokales Personal, etc.)
• Aufstellung, kontinuierliche Weiterentwicklung und Dokumentation eines Projektoperationsplans in Zusammenarbeit mit den beiden Partnern OAV und CCIY
• Inhaltliche und organisatorische Vorbereitung von Beratungseinsätzen sowie Betreuung von Kurzzeitexperten
• Umsetzung von Projektmaßnahmen, beispielsweise o Entwicklung eines nachhaltigen Geschäftsentwicklungsplans und einer Kommunikationsstrategie für einen professionellen Auftritt der Kammer;
  o Erstellung einer Bedarfsanalyse zur Bewertung des Unterstützungsbedarfs bei den Mitgliedern der CCIY und Etablierung von nachfrageorientierten Dienstleistungen;
  o Aufbau und Management eines internen und externen Netzwerks sowie die Zusammenarbeit mit staatlichen Stellen und dem Privatsektor anhand von Stakeholder-Analysen, verschiedenen Veranstaltungsformaten und der Einführung von Arbeitsgruppen.

Ihr Profil:

• Einschlägige Berufserfahrung in der Kammer- und Verbandsarbeit; Erfahrung im Management komplexer Projekte und Beherrschung entsprechender Instrumente und Methoden des Projektmanagements;
• Verhandlungssichere Englisch- und Deutschkenntnisse in Wort und Schrift, verhandlungssichere Fertigkeiten in Tamil (von großem Vorteil);
• Mehrjährige Auslandserfahrung in Deutschland, Sri Lanka und/ oder weiteren (asiatischen) Entwicklungs- oder Schwellenländern;
• Hohe interkulturelle Kompetenz

Ihre Vollzeitstelle beginnt ab 1. Januar 2021 und ist zunächst bis zum 31.10.2023 befristet. Über eine weitere dreijährige Verlängerung entscheidet eine Projektfortschrittskontrolle. Aufgrund der Pandemie bedingten Lage ist das Ausreisedatum nach Sri Lanka noch unbekannt, wir gehen jedoch von Beginn 2. Quartal 2021 als dem frühestmöglichen Zeitpunkt aus. Project Manager or Consultant as on-site long-term expert within the framework of the Chamber and Association Partnership in Sri Lanka (fixed-term project until October 31, 2023)

The OAV - German Asia-Pacific Business Association is the German project sponsor within the framework of the Chamber and Association Partnership (KVP) with the foreign project partner, the Chamber of Commerce and Industries of Yarlpanam (CCIY) in Jaffna, Sri Lanka.
The KVP program is founded by the Federal Ministry for Economic Cooperation and Development (BMZ) and coordinated by sequa gGmbH. Your responsibilities:

• Development of the necessary project infrastructure (project office, local staff, etc.),
• Installation and continuous development and documentation of an operation plan in cooperation with the partners OAV and CCIY
• Content-related and organizational preparation of consulting assignments as well as support of short-term experts
• Implementation of project measures, for example
  - Development of a sustainable business development road map and a communication strategy for a professional appearance of the chamber
  - Creation of a needs assessment to evaluate the need of support of CCIY-members and establishment of demand-oriented services
  -Development and management of an internal and external network by cooperating with government agencies and the private sector as well as implementation of sectoral committees

Your Profile:

• Relevant professional experience in chamber and association work
• Experience in managing complex projects and mastering relevant instruments and methods of project management
• Business fluent in English and German spoken and written, business fluent in Tamil (very beneficial)
• Several years of experience abroad in Germany, Sri Lanka and / or other (Asian) developing- or emerging countries
• High intercultural competence

Your full-time position begins on January 1, 2021 and is initially limited until October 31, 2023. A project progress review will decide on a further three-year extension. Due to the pandemic-related situation, the date of departure to Sri Lanka is still unknown, but we assume the beginning of the 2nd Quarter of 2021 as the earliest possible date. As a long-term expert, you will receive appropriate monthly remuneration for your work.
